Civic Center Wastewater Treatment Facility

Project Overview
The Malibu Civic Center Wastewater Treatment Facility (CCWTF) Project (Project) includes development of a centralized wastewater treatment facility in the Malibu Civic Center area that will treat, reuse, and/or dispose of wastewater flows from properties in the Civic Center. 
The Project is in response to regulatory actions taken by the Los Angeles Regional Water Quality Control Board and the State Water Resources Control Board to prohibit discharges from onsite wastewater discharge systems (OWDS) in the Civic Center area, and to ban new OWDS, based on a phased schedule.

Traffic Updates
Construction will have some impact on local traffic, and the City is working closely with the contractor to minimize the impact wherever possible. Traffic advisories about lane closures or detours required for construction safety will be sent to advise motorists, cyclists, and pedestrians of potential traffic impacts that may affect their commute through the project area. To receive traffic advisories directly to your cellphone or email, visit, and select “Traffic Alerts."

  • Civic Center Way (May-September 2017) - Lane closures along Civic Center Way, between Webb Way and Cross Creek Rd, require traffic to be diverted onto the center meridian lane, but two-way traffic will be maintained throughout construction. Crews will provide traffic control when needed.

  • Webb Way and Malibu Rd (July-August 2017) - One lane is closed in each direction on Webb Way, between PCH and Malibu Rd, and Malibu Rd is reduced to one lane between the shopping center rear entrance and the new public access point (approximately 23800-24400 blocks of Malibu Rd), for pipeline work. The lane closures are in effect Monday through Friday, 7:00 AM to 4:00 PM, through the end of August. All lanes are open for through traffic between the hours of 4:00 PM and 7:00 AM and on weekends.

    Contractor crews are providing traffic control on Malibu Rd to direct motorists through the closure area in alternating directions.

    All shopping center access roads along Malibu Rd remain open.

Construction Update
CCWTF construction includes work on the treatment plant itself, as well as pipelines and injection wells. The following is a status update on work in each of those areas through May 2017:

Treatment Plant:
The contractor continues to perform work on the various onsite facilities, installing building roof structures and treatment plant equipment as they are received.


Pipeline installation work on south Cross Creek Rd is complete and two-way traffic has resumed. Work continues at the following locations: 
  • Pipeline boring work on Civic Center Way between Webb Way and Cross Creek Rd
  • Construction of the Bluffs Park pump station
  • Construction of the Legacy Park pump station

Injection Wells:

The contractor is in the process of developing the third and final well. After the third well is complete, the pipeline contractor will re-mobilize to install the injection well pumps and complete the remaining portions of pipeline installation work on Malibu Road. 

Wastewater and Recycled Water Rates
The proposed Wastewater and Recycled Water Rates are being developed to provide a fair and equitable method of obtaining revenue to maintain the wastewater and recycled water systems.  At the June 26, 2017, the City Council approved the 2017 Wastewater and Recycled Water Rates Study. This study outlines how the proposed rates were calculated.  At this time, only those developed parcels within the Phase 1 area will be charged for these services.  It is anticipated that the Civic Center Wastewater Treatment Facility will be completed in early 2018.  These rates will be charged once the wastewater and recycled water service is provided to the customer.  On Monday, September 11, 2017, the City Council will be conducting a public hearing to adopt the new wastewater and recycled water rates.  A notice of the public hearing was mailed to all property owners.

Project Financing
At its Regular meeting on January 25, 2016, the City Council formed Assessment District 2015-1 (Civic Center Wastewater Treatment Facility – Phase 1), following ballot approval by a majority of the impacted property owners in the Civic Center. The Council also adopted Resolution No. 16-07 approving the Assessment Engineer’s Report, in which the individual parcel assessments are determined.
