Step 1: Administrative Review

The first step in contesting a parking citation is to request an Administrative Review.

A request for Administrative Review must be filed within (21) twenty-one days of the issuance of the parking citation, or within fourteen (14) days after the date of the mailing of the courtesy notice of delinquent parking citation.

To request an Administrative Review in writing, submit a letter stating the reason for contesting the citation, and include your Driver’s License number and a copy of the actual citation or courtesy letter of outstanding citation. Also include any evidence that supports reasons the citation may have been issued in error. Examples of such documentation include photocopies of the Vehicle Registration, Disabled Person’s Placard, Permit and Permit Holder information, photos, etc. Send copies only, as all submitted information is kept on file and will not be returned. A current address and phone number must be included in case we need to reach you.

Requests for an Administrative Review can also be delivered to Malibu City Hall during normal business hours.

Incomplete information or failure to contest the citation within the allotted time period will automatically end the appeal process and the parking citation will be upheld.

The findings of the Administrative Review will be mailed to the applicant. If it is determined that the citation is not valid and you are not liable, the parking citation will be dismissed and no further action is required. If the citation is found to be valid and you are found liable, the parking citation amount due must be paid within twenty-one (21) calendar days of the mail date of the Administrative Review notification. Failure to pay the full amount due will cause the penalty to be doubled, and a notification will be sent to the Department of Motor Vehicles. Renewal of your automobile registration may be placed on hold until the citation is paid in full.
