The Malibu Surfrider Plaza Project proposed to redevelop an existing surface parking lot with a commercial plaza providing 7,713 gross square feet of floor area and 81 surface and subterranean parking spaces. The project was located in the Commercial Visitor Serving-1 zoning district on the north (inland) side of Pacific Coast Highway (PCH), approximately 90 feet east of the intersection of PCH and the Malibu Pier. The City published a Notice of Intent to Adopt a Mitigated Negative Declaration on June 15, 2017. The City completed an Initial Study, which was circulated for a 30-day review period - June 19, 2017 through July 19, 2017. The purpose of this review was to allow public agencies and interested members of the public the opportunity to provide comments on the project.
