COVID-19 RESPONSE UPDATE

City staff continues to monitor and respond to the pandemic by participating in regular briefings and conference calls with partner agencies, and issuing alerts and notifications regarding changes to the situation. On February 18, Los Angeles County Department of Public Health (LADPH) confirmed 153 new deaths and 2,873 new cases of COVID-19. Other key updates from the County’s COVID-19 Dashboard  as of February 18, 2021 include the following:  

  • 335 confirmed positive cases and 6 deaths in the City of Malibu to date
  • 1,174,340 confirmed cases and 19,514 deaths in LA County to date
  • 2,757 current hospitalizations in LA County, a decrease of 1,015 since February 11

SPECIAL CITY COUNCIL MEETING ON HOMELESSNESS

The Malibu City Council will hold a special virtual meeting to discuss homelessness on Thursday, February 25 at 5:00 PM. The meeting is a follow-up from the special meeting held on January 29, 2020 to discuss the issue of homelessness in Malibu, its impacts on the community, the measures being taken to address homelessness, current and future challenges, and potential new measures by the City and other entities. Video of the January 29 meeting can be viewed on the City’s YouTube channel and the agenda and staff report are available on the website.  

All community members are encouraged to watch and participate in the meeting. The staff report and agenda are posted on the website. If you miss the meeting, you can watch it later on-demand on the City’s YouTube channel. Viewing and commenting instructions are available on the website. Written comments may be submitted to the City Council by email to CityCouncil@malibucity.org before the meeting begins. MALIBU HOMELESS COUNT

The Greater Los Angeles Homeless Count, which the City participates in each year, was cancelled this year due the pandemic. However, the Malibu Homelessness Working Group conducted their own count on February 12, 2021 using the same categories and methodology as past years. The results were as follows:  

  • People on the Street: 58
  • Makeshift Shelters: 11
  • Tents: 15
  • Cars: 31
  • RVs/Campers: 26
  • Vans: 16
  • Total: 157

 The results are mostly consistent with past years but show a significant decrease from last year in the number of people living in their vehicles on Pacific Coast Highway (PCH). The 2020 Homeless Count showed 132 people living in vehicles, and the 2021 Homeless Count showed 72. This decrease is likely due to the new parking restrictions that the City has implemented on parts of PCH.

SENIORS CAN NOW MAKE AN APPOINTMENT FOR COVID-19 VACCINE 

Residents 65 and older in Los Angeles County can now make an appointment to get the COVID-19 vaccine online or by phone at: 833-540-0473. Space is limited but will grow as the County obtains more vaccine doses, so please be patient. The County has committed to eventually getting a vaccine to every person who wants one. 

Los Angeles County Department of Public Health (LACDPH) is working closely with the California Department of Public Health (CDPH) and the CDC on the allocation, distribution, and administration of COVID-19 vaccine throughout the County. Vaccine is being made available to individuals in three phases of prioritization (with sub-phases and tiers) until larger vaccine supplies become available. You can get general information on the vaccine and sign up for alerts and updated on the LACDPH's COVID-19 Vaccine webpage. LADPH WILL CONTACT YOU TO SCHEDULE YOUR SECOND VACCINE DOSE

If you have already received your first COVID-19 vaccine dose, LADPH will contact you to schedule an appointment to receive your second dose (21 days later). For all LA County vaccine information, in multiple languages, visit the LADPH vaccine web page. If you lack access to the internet or need help by phone, call 833-540-0473. 

COVID-19 VACCINATION APPOINTMENT ASSISTANCE AND DIAL-A-RIDES FOR MALIBU SENIORS

Malibu residents 65 and over who need assistance with booking a COVID-19 vaccine appointment can call the City of Malibu’s COVID-19 Vaccination Appointment Help Line at 310-456-2489, ext. 357. Seniors may also reserve a free ride through the City’s Dial-A-Ride service to and from confirmed COVID-19 vaccination appointments in Agoura Hills, Calabasas, Pacific Palisades, Santa Monica and Westlake Village by calling 424-346-8444. Due to HIPPA constraints, City staff cannot make an appointment for you, however, they can help you navigate the system and provide information. (Dial-A-Rides are available for other medical appointments for a small fee). The COVID-19 Help Line and Dial-A-Ride services are available Monday through Friday. Riders are required to register for the Dial-A-Ride program by calling 310-456-2489, ext. 357 or visiting the Senior Center web page.

PLACES OF WORSHIP IN LA COUNTY CAN OPEN AT 25% CAPACITY STARTING FEB. 10

The LADPH revised the Health Officer Order on February 10, 2021 to clarify that, in light of the recent U.S. Supreme Court decision and the subsequent change made by the State of California related to Places of Worship in Tier 1, Places of Worship can open for indoor services limited to 25% of indoor capacity and must continue to comply with the required modifications provided by Appendix A: Social (Physical Distancing). MASK ORDINANCE still in effect in malibu

The City's Ordinance No. 473 requiring the use of face coverings in order to slow the spread of the coronavirus and protect vulnerable people during the pandemic is still in effect in City limits. Face covering must cover the nose and mouth. Exceptions: when in a residential zone, in a vehicle, while more than six feet away from people from another household, children under 2, people with medical requirements, who need to communicate hearing impaired people, while participating in water-based activities. Violators may avoid the $50 fine by immediately complying. See the complete requirements and exceptions. 

GIVE PUBLIC COMMENT ON COUNTY HOMELESS INITIATIVE FUNDING THROUGH FEB. 25

The Los Angeles County Homeless Initiative is collecting Public Comment until February 25 as part of the process to develop Measure H Funding Recommendations for Fiscal Year 2021-2022, which starts on July 1. The Initiative is inviting people to share their perspectives on what is working well, what gaps exist and the most effective ways to use the funding. Measure H, an initiative that was passed in 2017, created a tax to provide funding to prevent and combat homelessness. The City of Malibu received Measure H funding to develop its Homelessness Strategic Plan, which was adopted by the City Council in June 2018, and currently has funding for a Housing Navigator, who works with the outreach team and landlords to help people experiencing homelessness to get off the streets and into housing. Comments and ideas can be submitted to the County online.

MALIBU REBUILDS STATISTICS

Staff continues to work with homeowners to rebuild. Here are the current rebuild statistics: 

  • Single Family Dwellings approved by Planning - 296
  • Single Family Dwellings building permits issued - 167
  • Single Family Dwellings complete - 21
  • Multifamily – Malibu Garden Apartment permits were issued -12 apartment units

MALIBU REBUILDS – COUNCIL WILL DISCUSS EXTENDING FEE WAIVERS on feb. 22

On Monday, February 22, the City Council will discuss extending the Woolsey Fire rebuild fee waiver program. Council had directed staff on January 11, 2021 to come back with an item to evaluate the fiscal impact of extending fee waivers. The staff report is available on the City’s website. The deadline to apply for Woolsey Fire rebuild fee waivers was December 30, 2020. The deadline passed to apply to the Planning Department for fire rebuild projects in order for them to be considered complete by December 30, 2020. Going forward, to qualify for a fee waiver relating to building permits, all required building permits must be obtained by June 30, 2021. For more information, visit the City’s Fee Waiver web page

(NEW) WIRELESS COMMUNICATION FACILITY (WCF) ORDINANCE UPDATE HEARING MARCH 1

On Monday, March 1, the Planning Commission will hold a virtual public hearing on the draft WCF ordinance. The staff report for the hearing will be posted prior to the meeting on the City’s website. After the Planning Commission makes its recommendation on the draft ordinance, a City Council public hearing will be scheduled. In addition to public meetings, the City will be releasing an online survey in the near future as part of efforts to incorporate community input. For more information visit the project web page. 

PROPOSAL TO MAP WCF FACILITIES IN THE CITY 

As part of the City’s ongoing effort to update the City’s WCF Ordinance, staff will present a proposal for wireless facility mapping options and the cost associated with each option to the Council in March. On January 11, 2021 as part of Council’s review of the agreement for wireless application reviews, the Council directed staff to amend the agreements to include the mapping of existing wireless facilities in the City. The staff report as well as the proposal will be available on the City’s website prior to the meeting.  

SHORT-TERM RENTAL PERMIT PROGRAM EFFECTIVE JANUARY 15, 2021

As of February 11, the City has received 217 applications and has issued short-term rental permits for 195 dwelling units. Effective January 15, 2021, the short-term rental of residential property can only be conducted in accordance with a valid Short-Term Rental (STR) Permit as established by Ordinance No. 468. Advertising or operating residential property as a short-term rental without a permit as of January 15, 2021 will be considered a violation of Ordinance No. 468 and Malibu Municipal Code Chapter 17.55. The short-term rental of property or the advertisement, offer, or facilitation, of such rental without a valid short-term rental permit shall be subject to a fine of one thousand dollars ($1,000.00) per day or violation, or twice the advertised short-term rental’s daily rental rate per day or violation, whichever is higher. Property owners may apply for a permit at any time, but may not operate without a permit. The STR Permit Application is available on the City's STR web page. (NEW) MALIBU INN MOTEL ENVIRONMENTAL DOCUMENT PUBLIC COMMENT PERIOD OPEN FEB. 18 – MARCH 18

The public comment period on the environmental document for the Malibu Inn Motel project is from February 18, 2021 through March 18, 2021. The Planning Department has prepared an initial study, and the City has issued a Notice of Intent to Adopt a Mitigated Negative Declaration for the project located at 22959 Pacific Coast Highway. Additional project information and instructions on submitting public comment are available in the Notice of Intent

SEA VIEW HOTEL ENVIRONMENTAL DOCUMENT PUBLIC COMMENT PERIOD OPEn FEB. 4 - march 4

The public comment period on the environmental document of the Sea View Hotel project is from February 4, 2021 through March 4, 2021. Reviewing agencies have until March 11 to submit comments. The Planning Department has prepared an initial study, and the City has issued a Notice of Intent to Adopt a Mitigated Negative Declaration for the project located at 22729 and 22741 Pacific Coast Highway. Additional project information and instructions on submitting public comment on the environmental document are available in the Notice of Intent.

HHW/E-WASTE COLLECTION FEB. 20

The City is offering a household hazardous waste (HHW) and electronic waste collection event for residents in the upper parking lot of City Hall (23825 Stuart Ranch Road) on Saturday, February 20, 10:00 AM - 2:00 PM. To ensure COVID-19 safety, attendees are asked to wear a face covering and to remain in their vehicles with windows closed. Event staff will only remove items from vehicle trunks. PUBLIC WORKS COMMISSION TO REVIEW PERMANENT SKATE PARK PROJECT FEB. 24

The Public Works Commission will review the Permanent Skate Park Project during its regular virtual meeting on Wednesday, February 24 at 3:30 PM. You can watch the Commission meeting or read the staff report when available by visiting the Agenda Center.

COVID-19 SAFE OUTDOOR POETRY AND ART EXHIBITION AT BLUFFS PARK FEB. 14 - MARCH 28

The City of Malibu Cultural Arts Commission and Poet Laureate Committee are hosting a student poetry and art exhibition at the Michael Landon Center at Malibu Bluffs Park from February 14 through March 28. The COVID-19 safe exhibition on the exterior of the building features literary and visual artwork created by Malibu Elementary School 5th grade class of 2021. The exhibition was produced as part of the City’s Arts in Education Program, with former Malibu Poet Laureate Ricardo Means Ybarra teaching lessons in poetry while artist Nicole Fisher assisted students with creating a visual representation of their poems. APPLY FOR CITY GENERAL FUND GRANTS THROUGH MARCH 31

Non-profit organizations that benefit the Malibu community are invited to apply for the City of Malibu’s General Fund Grant Program for fiscal year 2021-2022. APPLY NOW FOR THE 2021-2022 HARRY BAROVSKY MEMORIAL YOUTH COMMISSION 

The City is accepting applications  through March 26, 2021 for the 2021-2022 Harry Barovsky Malibu Youth Commission. Applicants must be in grades 7-12 and either reside or attend school in Malibu. Interested students can apply online at the Youth Commission web page.

LANE CLOSURES FOR MALIBU CANYON ROAD WATERLINE STARTING FEB. 22

There will be intermittent traffic lane closures along Malibu Canyon Road Monday through Thursday, 9:00 AM - 3:00 PM and Fridays 9:00 AM - 1:00 PM starting February 22 for work to upgrade the existing waterline on Malibu Canyon Road from PCH to Malibu Knolls and from Malibu Crest to Potter Rd (HRL). The work is expected to last for about two months.    

CIVIC CENTER WATER TREATMENT FACILITY PHASE 2 COMMUNITY MEETING MARCH 25 

A community meeting is scheduled for March 25 about the Civic Center Water Treatment Facility (CCWTF) Phase 2. On October 12, the City Council approved an agreement with 30 Three Sixty Public Finance, Inc. to perform Assessment Engineering Services for this project and on February 1, the Planning Commission approved the project. For more information about the CCWTF Phase 2, visit the project web page
