(NEW) CITY COUNCIL ACTS TO BRING SNACK SHACK BACK TO BLUFFS PARK
VIDEO: On March 27, the City Council voted unanimously on several short and long-term measures to bring back food service to Little League games at Malibu Bluffs Park to replace the “Snack Shack,” which was closed down for safety in 2019. It was beloved in the Little League community as a place where kids could gather, socialize, and volunteer to help operate food sales to learn skills and responsibility. In the short term, the Council approved purchasing a temporary food-service trailer to be delivered by May 15. The City Council directed staff to demolish the old Snack Shack; initiate a Local Coastal Program (LCP) Amendment and Zone Text Amendment to authorize a permanent food service structure; prepare plans for operating the food service trailer and construction and operation of a permanent food service structure; consult with the Parks and Recreation Commission on the design of a permanent food service structure; and hold a policy discussion on the allowed food service uses at Bluffs Park within the next month. The City Council's Strategic Work Plan Workshop that was scheduled for March 22 has been rescheduled to Thursday, April 20. The event will be held in-person at City Hall and virtually via Zoom. The City Council and City leadership staff will discuss City projects and set priorities for Fiscal Year 2023-2024. Members of the public may offer public comment at the beginning of the session in the Council Chambers or via Zoom. After public comment the workshop will continue in the Multi-Purpose Room, which will be open to the public. (new) CITY COUNCIL starts HYBRID REMOTE / IN-PERSON MEETINGS
The City Council began holding Council meetings in a hybrid in-person-and-remote format starting Monday, March 27, as Los Angeles County continues the trend of low COVID-19 conditions. The City’s Commissions, Committees and Boards will continue meeting virtually. Instructions on participating in hybrid Council meetings will be included on the meeting agendas and posted on the Virtual Meetings webpage. The hybrid meetings take place in-person at Malibu City Hall, located at 23825 Stuart Ranch Road, and are held simultaneously remotely using the Zoom Webinar tool. Public comment can be made during the meetings either in-person or in the remote meeting. Written comments may also be sent to the City Council at CityCouncil@MalibuCity.org.The City will continue to broadcast Council meetings live on Malibu City TV Channel 3, and live and on-demand on the website and the City's YouTube channel. SCHEDULE A HOME WILDFIRE HARDENING ASSESSMENT FOR COMPLYING WITH NEW WILDFIRE SAFETY RULES
Homeowners can get help with complying with updated County and State wildfire safety requirements by scheduling a free Home Wildfire Hardening Assessment with the City's Fire Safety Liaisons. Many Malibu residents will be receiving Brush Clearance Notices from the LA County Fire Department for the first time due to updated maps, and the State will require all flammable materials to be removed from within five feet of any structure starting in 2024. (See details on updated County and State requirements below). The Fire Safety Liaisons will come to your home to show you how to harden your property from the millions of burning embers that can fly up to two miles out ahead of a wind-driven wildfire. Flying embers are a leading cause of homes burning down during wildfires. The 30-60 minute inspections follow the Fire Code and nationally recognized best practices. You can learn simple and often inexpensive steps, such as maintaining good brush clearance, keeping dead vegetation and flammable materials such as wood furniture away from the house, and covering up eave vents with metal mesh. MANY MALIBU HOMEOWNERS WILL GET A BRUSH CLEARANCE NOTICE FOR THE FIRST TIME
Many Malibu residents will be receiving brush clearance notices from the LA County Fire Department for the first time. Notices are being sent to all properties within the California Department of Forestry and Fire Protection designated Very High Fire Hazard Severity Zone (VHFHSZ), which includes all of Malibu. Previously, notices were only sent to homes that were deemed most vulnerable via visual inspection or historical fire data. That means that the number of homes receiving notices in Malibu will increase from 4,100 to 5,600. The inspection requirement for all homes within the VHFSZ has been in place for decades, but recent GIS/mapping software upgrades have allowed all structures to be identified, many of them for the first time. NEW STATE LAW REQUIRING FIVE-FOOT EMBER RESISTANT ZONE
Beginning in 2024, the LA County Fire Department (LACOFD) will be enforcing AB-3074, a newly enacted state law requiring the removal of all flammable materials from within five feet of any structure, which is designated as “Zone 0.” LACOFD personnel will be conducting outreach to inform residents on the 2024 Zone 0 requirements when they conduct this year’s required inspections. Further assistance in preparing and complying with AB 3074 is available by requesting a free Home Wildfire Hardening Assessment from one of the City’s Fire Safety Liaisons by visiting the Fire Safety webpage. SIGN UP FOR FIRE HAZARD TREE REMOVAL PROGRAM
The Fire Safety Liaisons are still adding properties to the list to remove trees under the City’s Hazard Tree Removal Program. The trees must be dead to be considered for this program. To sign up for this program, please email FireSafety@MalibuCity.org with your name, address and phone number and the type and number of dead trees on your property. This is a first-come, first-served program and there are currently dozens of properties already on the list.

As part of its ongoing efforts toward community-wide preparedness, the City of Malibu is offering the next round of the highly popular Community Emergency Response Team (CERT) training. The free in-person classes will be held on Thursday evenings from 6:00 PM – 9:00 PM April 13 through May 25 at Malibu City Hall. Learn how you to get your family, business, school or organization better prepared for wildfires and other disasters. (NEW) SCHOOL SAFETY SURVEY, through APRIL 20
The Santa Monica-Malibu Unified School District (SM-MUSD) and the City of Malibu are partnering to conduct a survey as part of the Comprehensive Safety and Security Assessment for public schools in Malibu schools. In response to a series of tragic school shootings in 2022, the City Council established a School Safety Ad Hoc Committee consisting of Mayor Bruce Silverstein and Councilmember Paul Grisanti, which started working on the School Safety Assessment in partnership with SM-MUSD and the Malibu-Lost Hills Sheriff's Station. (NEW) SAVE THE DATE FOR THE CITY’S PUBLIC SAFETY EXPO, JUNE 10
Save the date for the City’s annual Public Safety Expo on Saturday, June 10 at City Hall. Learn how to get started on, or improve your preparedness for wildfires, earthquakes and other disasters. The free event will feature presentations from the California Insurance Commissioner on wildfire insurance and from the LA County Fire Department on brush clearance. The Fire Department will conduct a demonstration helicopter water drop. Numerous public safety agencies will have other demonstrations and will be displaying vehicles, including the Sheriff’s Department Bomb Squad, Fire Department, Lifeguard Division and others. Take a ride in an earthquake simulator that recreates a realistic and educational experience of a major earthquake inside a house, highlighting the need to make your home more earthquake safe. The Expo is a great opportunity for kids to learn about emergency preparedness and meet public safety and law enforcement professionals in person. During the March 27 hybrid remote/in-person City Council meeting at City Hall, the Malibu-Lost Hills Sheriff's Station's new Liaison to Malibu was introduced to the Council and the community. Sgt. Chris Soderlund will be stationed full-time at the new Sheriff's Substation at the recently completed Santa Monica College Campus. The City welcomes Sgt. Soderlund to Malibu.
(NEW) MALIBU’S OFFICIAL CERT TEAM RECEIVES AWARD FOR CONTRIBUTIONS TO COMMUNITY-WIDE PREPAREDNESS
The Malibu Community Emergency Response Team (CERT) has received an award from the California Emergency Services Association – Southern Chapter (CESA-SC) for its many contributions towards community-wide emergency preparedness in Malibu. Following the communications blackout during the 2018 Woolsey Fire, the CERT Team joined with the City’s efforts to improve radio, satellite, and back-up power capabilities to enable emergency communications during future disasters. They established a radio network with repeaters to enable handheld radios to be used by CERT volunteers and City staff when power, cellphone, phone and internet networks are down. They are currently installing solar power, and satellite phone and internet capabilities on the City’s six emergency bins. The bins, which the CERT Team maintains, serve as Information Stations and Points of Distribution during disasters and will be able to offer phone and internet over Wi-Fi, device charging, and emergency communications for residents.
(NEW) CITY PARTICIPATES IN MULTI-AGENCY TSUNAMI RESPONSE EXERCISE DURING CALIFORNIA TSUNAMI PREPAREDNESS WEEK
March 25-31 is California Tsunami Preparedness Week, when emergency response agencies promote public awareness and preparedness for the threat of Tsunamis. Although they are rare, any coast is vulnerable to Tsunamis, and in our era of climate change and sea level rise, could become an even greater threat. Malibu’s Public Safety Director joined the statewide exercise that simulated a Tsunami generated by a 9.5 earthquake in northern Chile which would impact the entire western coast of the United States. Malibu, and all of Los Angeles County would have more than 10 hours notice before the arrival of the first waves, and the wave height would be as high as 6 feet above the current tide level, which could inundate all of Malibu’s beaches, damaging or destroying homes, businesses and infrastructure in the Colony neighborhood, the Country Mart and Malibu Village area, and any beach front homes that are not sufficiently elevated.

(NEW) CITY COUNCIL TO CONSIDER ORDINANCE TO ADDRESS "SHARED OWNERSHIP" TIME-SHARE HOME BUSINESS MODEL IN MALIBU
On April 10, 2023, the City Council will consider a new ordinance to be included into the City's Local Coastal Program and Municipal Code to address the use "time-share" homes in the City. The staff report will be available on the website in advance. Typically, a time-share use single-family home is sold or marketed as “fractional ownership” or “co-ownership” homes that allow each buyer to purchase a one-eighth interest in a limited liability company that will own the home. In turn, each owner receives a one-eighth share along with the right to use the home for one-eighth of each year. The City Council and residents have expressed concerns that time-share homes would negatively change the character of Malibu neighborhoods, reduce available housing, cause party-house nuisances, and other issues.
(NEW) TEMPORARY USE PERMIT ORDINANCE UPDATE
On March 20, the Planning Commission held a public hearing to update regulations related to Temporary Use Permits (TUPs), and to consider the recommendations made by the Zoning Ordinances Revision and Code Enforcement Subcommittee (ZORACES). After conducting the public hearing and deliberating, the Commission directed staff to bring back a resolution with revisions to the proposed Ordinance at its May 1, meeting. For more information, see the staff report. On December 13, 2021, City Council directed staff to prepare a Zoning Text Amendment (ZTA) and to hold hearings before ZORACES and the Planning Commission before presenting a final ordinance to the City Council. ZORACES held two meetings on the ZTA on April 14 and October 12, 2022 and made its recommendations. Once the Commission’s recommendations are finalized, the item will be scheduled for a City Council public hearing.
(NEW) ACCESSORY DWELLING UNIT ORDINANCE UPDATE
On March 14, 2023 the Planning Commission held a public hearing on the Accessory Dwelling Unit (ADU) proposed ordinance. The Planning Commission finalized its recommendation to the City Council. At this time, a City Council hearing date has not been scheduled. On August 22, 2022, the City Council directed staff to minimize substantive changes in the Local Coastal Program (LCP) for the proposed ordinance which complies with state law, in order to protect sensitive coastal resources and public access to the coast, and to bring the item back to the Planning Commission without the studies requested. The State of California has identified ADUs as an important tool to create more affordable housing amidst the statewide housing crisis and has passed several laws to make it easier to build ADUs. The City is preparing an ordinance to be consistent with State laws, and to ensure the regulations reflect Malibu’s needs and characteristics. For more information, visit the ADU webpage.
APPLY NOW TO SERVE ON THE CITY'S ENVIRONMENTAL REVIEW BOARD
The deadline to apply for the City of Malibu's Environmental Review Board (ERB) has been extended to April 28. It's a great opportunity to serve the community and help protect Malibu's environment and quality of life. It is open to professionals with expertise in archaeology, structural or landscape architecture, coastal geology, marine biology, conservation biology, biogeography, botany, forestry, wildfire behavior, ecology, recreation, or closely related fields. Knowledge of the City of Malibu and the Santa Monica Mountains is highly desirable. The ERB advises the City on environmental impacts of projects. The ERB also reviews development applications in or adjacent to Environmentally Sensitive Habitat Areas or when a project could impact archaeological resources, sensitive species or habitats, parkland, geology, landform and watersheds or shoreline resources. Currently, there are permitted events on April 1 and 2, May 6 and 27, July 22, August 18, as well as every Sunday for the Malibu Farmers Market and for Farmer's Market off-street parking. The City of Malibu Planning Department posts a weekly report of approved event permits on the website. In order to help the public stay informed of pending event permit applications and to create opportunity for public input, the Event Permit Report includes all event permit applications deemed complete for review for consistency and compliance with the requirements of the Malibu Municipal Code and the Planning Director’s action on each application. City staff continues to monitor and respond to the pandemic by participating in regular briefings and conference calls with partner agencies and issuing alerts and notifications regarding changes to the situation. In alignment with both the U.S. Centers for Disease Control and Prevention (CDC) and the California Department of Public Health (CDPH), the Los Angeles County Department of Public Health (LADPH) will change to weekly reporting of COVID-19 case, hospitalization and death data. Starting the week of April 3, COVID-19 data will be reported weekly. The County will continue to post key COVID-19 statistics on the County’s COVID-19 Dashboard. As of March 30, updated statistics were not posted.

WOOLSEY FIRE REBUILD
(NEW) APPLY FOR WOOLSEY FIRE REBUILD FEE WAIVERS BEFORE THE JUNE 30 DEADLINE
The City continues to work to help Malibu residents rebuild homes destroyed in the devastating Woolsey Fire, and urges homeowners to submit applications for rebuild fee waivers before the June 30 deadline. All required Planning Department applications for a project must be deemed complete by June 30, 2023. All required building permits must be pulled by December 30, 2023. Fees will not be waived after December 30, 2023. The fee waivers cover all City planning and building permit fees for properties that are being rebuilt as a “like-for-like” or “like-for-like plus 10%” rebuild and were used as a primary residence by the property owner as of November 8, 2018. The City Council made Woolsey Fire rebuilding its top priority, after public safety, every year since the 2019-2020 Budget, and has voted unanimously every year to extend the fee waivers, which now total $5.7 million in Woolsey Fire rebuild assistance. (NEW) ANNUAL CHUMASH DAY POWWOW AND INTERTRIBAL GATHERING AT MALIBU BLUFFS PARK, APRIL 1 & 2
All of Malibu is invited to join the 23rd Annual Chumash Day Native American Powwow and Intertribal Gathering on Saturday, April 1 and Sunday, April 2, 10:00 AM - 6:00 PM at Malibu Bluffs Park (24250 Pacific Coast Highway at Malibu Canyon). The event is a cultural celebration honoring Malibu’s original residents and First Americans, the Chumash Native Americans. The event will feature Native American tribal ceremonies, dances, special guest performances, and Chumash history storytelling. Twenty Native American artisan vendors will also have merchandise for sale, including jewelry, flutes, moccasins, beading accessories, leatherworks, pottery, dream catchers, and more. Free admission. Free parking and a shuttle are available at 23575 Civic Center Way (Chili Cookoff lot). This month's Malibu Library Speaker Series features Dr. Britt Wray in partnership with Pepperdine University's Climate Calling Conference on Thursday, April 6, at 5:00 PM at Pepperdine's Elkins Auditorium. Dr. Wray will discuss how to deal with climate change anxiety and trauma and strengthen our communities to combat climate change together. The City of Malibu, the Malibu Library, and the Pepperdine Office of the Vice Provost and the Center for Sustainability sponsor the free event. (NEW) REGISTRATION IS OPEN FOR SPRING BREAK DAY CAMPS APRIL 4 - 13
Registration is open for the City's Spring Day Camps, offered April 4 through April 13 during the Santa Monica-Malibu Unified School District (SM-MUSD) spring break. Choose from various Sports Camps, including skateboarding, soccer, surfing, tennis, and Enrichment Day Camps, musical theater and art and yoga camp. (NEW) “BEHIND BARS” ART EXHIBITION BY PEP WILLIAMS IN MALIBU CITY GALLERY, OPEN THROUGH MAY 5
The Malibu Arts Commission is pleased to showcase artist Pep Williams “Behind Bars” at the Malibu City Gallery. The exhibition is on display through May 5 and is open Monday through Friday, 8:00 AM to 4:00 PM, on the lower level of Malibu City Hall. Tickets or registration are not needed.
