10/14 - 3:30 PM - storm update - LA COUNTY LIFTED ALL EVACUATION ORDERS AND WARNINGS PREVIOUSLY ISSUED FOR POTENTIAL MUD OR DEBRIS FLOWS AS OF 6:00 PM TODAY. TOPANGA CANYON IS OPEN.

Topanga Canyon is open as of 2:30 PM. Evacuation Orders and Warnings previously issued for potential mud or debris flows are no longer in effect as of October 14, 6:00 PM.

10/14 - 6:30 AM - STORM UPDATE - FLASH FLOOD WARNING ISSUED FOR FRANKLIN & PALISADES BURN AREAS UNTIL 12:00 PM TODAY

The National Weather Service has issued a Flash Flood Warning for Palisades and Franklin burn scar areas until 12:00 PM today. The heavy rain can trigger life-threatening and damaging flooding and debris flows. Stay alert, be prepared and avoid the area.

10/14 - 6:30 AM - STORM UPDATE - NO ISSUES OVERNIGHT 

The City of Malibu Public Works Department monitored storm conditions in Malibu throughout the night, clearing rock and debris from roadways and checking drainage systems. Crews will continue to monitor and clear roads. Topanga Canyon remains closed until the rain lightens.

There are no reported road closures in Malibu at this time. However, temporary closures may occur on canyon roads as additional rocks fall.   Drivers are advised to watch for mud, water, and rocks on the roads — especially Malibu Canyon, where several vehicles sustained flat tires due to rocks. Drive cautiously, keep headlights on, and watch for work crews and vehicles on the roads.

Check LA County Road Closures website before starting your trip https://pw.lacounty.gov/roadclosures. Monitor KNX FM 97.1, KBUU FM 99.1 and NWS LA/Oxnard https://www.weather.gov/lox/ for emergency, weather and traffic information. [GU1] 

The Los Angeles County Sheriff’s Department (LASD) successfully evacuated a limited number of vulnerable properties in the Franklin and Palisades Fire burn areas. An evacuation warning, followed by an evacuation order, is in effect from 10 PM Monday, October 13, through 6 PM Wednesday, October 15. LASD conducted door-to-door notifications, and the City issued Everbridge alerts directly to affected properties.

An Evacuation Warning remains in effect until at least Wednesday, October 15 at 6:00 AM for Malibu Zones MAL-C111 and MAL-C112 (from Topanga Beach Dr to the west end of Malibu Road at PCH). Check https://protect.genasys.com/ for updates.

There are no major power outages in Malibu, only several minor maintenance outages affecting small numbers of customers (1–15 per outage).

City Hall and the Rebuild Center are open today.

Webster Elementary School is conducting at-home learning; other schools remain open.

EVACUATION WARNING FOR ZONES MAL-C111 AND MAL-C112 

Malibu zones MAL-C111 and MAL-C112 are under evacuation warning beginning TODAY, October 13 at 10 PM due to the upcoming storm.

A Shelter in Place is in effect for the Franklin Fire burn scar (Pepperdine University area) due to the significant risk of flash flooding, debris flows and mudslides. The Evacuation Warning and Shelter in Place will be in effect until at least Wednesday, October 15 at 6:00 AM.

NWS Flood Watch for Malibu 10/13 8PM–10/14 3PM: rain totals 0.75–1.5". Intensity 0.25–0.5"/hr, peaking late Mon night. Potential for mudslides & debris flows in burn areas, mud, water & rocks in roads. Get & place sandbags before rain starts. 

The National Weather Service (NWS) issued a Flood Watch for parts of LA County including Malibu from 8:00 PM Monday, October 13, through 3:00 PM Tuesday, October 14, with total rainfall of 0.75 to 1.50 inches. Rainfall rates will generally be 0.25-0.50 inch per hour, with brief, more intense rates in some locations. Peak intensity late night Monday.

🌧️ LA County Public Works has issued a PHASE 1 mudflow forecast for the Franklin Fire and Palisades Fire burn areas in Malibu. The debris flow forecast is valid from Monday October 13, 10:00 PM through Wednesday October 15, 6:00 AM.

📍Flash flood watches are under effect over the Franklin and Palisades burn scars, which can trigger life-threatening and damaging flooding and debris flows. Stay alert, be prepared and avoid the area.

🌩️ Be prepared for potential mudslides, debris flows, rocks and water in the roads in all recent burn areas, especially canyon roads. It only takes ½ inch per hour of rain to start a debris flow. All LA County Fire Stations have sandbags. Call ahead to check availability of sand and filled bags and visit dpw.lacounty.gov/dsg/sandbags/ for more information.

WHAT THE CITY IS DOING TO PREPARE
The City Public Works Department activated the storm response plan - maintenance crews are patrolling roads and canyons with multiple blade trucks to keep roads clear and staging heavy equipment, and have placed K-rails. Public Works is inspecting and clearing our storm drain infrastructure. Public Works is coordinating with Caltrans and LA County Public Works.

PREPAREDNESS IN THE FRANKLIN AND PALISADES FIRE BURN AREAS
• Be prepared to evacuate, review your emergency plan and supplies, including evacuation routes and reunification locations. Keep your vehicle's gas tank full. Make sure you can open electric gates or garage doors when the power is out, or keep them open.

• Prepare your home - get and place sandbags BEFORE it rains.
• Sign up for emergency alerts from LA County and City of Malibu
• Leave the area early if you feel unsafe, or need extra time to evacuate due to mobility issues, disability, medical devices, or if you own horses.
• Follow evacuation orders.
