City of Malibu November 8, 2022 General Municipal Election Updates

In the General Municipal Elections on November 8, 2022, Malibu voters will see two seats on the City Council and “Measure MC,” a Transactions and Use Tax to support City services to the community. All City information on the 2022 election will be posted and updated on the City webpage.  


VOTE CENTER WORKERS NEEDED AT MALIBU CITY HALL OCTOBER 29 - NOVEMBER 8

The Los Angeles County Registrar-Recorder / County Clerk is seeking Vote Center workers to help staff the Vote Center at Malibu City Hall during the November 8, 2022 General Municipal Elections. The Vote Center will be at City Hall October 29 - November 8 (Election Day).  

Requirements: 

  • 18 years of age or older
  • U.S. citizen and registered to vote in California OR a Legal Permanent Resident
  • provide proof of vaccination against COVID-19

Benefits: 

  • Earn $100 for each day served at the vote center 
  • Earn $80 for completing all training requirements 
  • Play a critical role in the democratic process

VOTE CENTER LOCATIONS IN MALIBU ANNOUNCED

Los Angeles County has posted the final list of Malibu-area Vote Centers on the Registrar-Record/County Clerk website. The website defaults to only show 11-day Vote Centers. In order to see the complete list, select "four-day Vote Centers" as well. Malibu will have one 11-day Voter Center at City Hall, and two additional four-day Vote Centers in the City. City election information will be posted and updated on the website as it becomes available. Voters in Los Angeles County may cast ballots at any Vote Center in the County. The Vote Center locations in Malibu will be:

Malibu City Hall, 23825 Stuart Ranch Road
Hours: October 29 - November 7, 10:00 AM - 7:00 PM. November 8 (Election Day), 7:00 AM - 8:00 PM. 

Christian Science Church-Malibu, 28635 Pacific Coast Highway
Hours: November 5 - 7, 10:00 AM - 7:00 PM. November 8 (Election Day), 7:00 AM - 8:00 PM. 

Malibu High School, 30215 Morning View Drive
Hours:  November 5 - 7, 10:00 AM - 7:00 PM. November 8 (Election Day), 7:00 AM - 8:00 PM.


City Council Candidates

The nomination period for candidates for City Council in Malibu’s 2022 General Municipal Election closed on August 17, 2022 at 5:30 PM. Six candidates filed nomination papers before the deadline and all six have qualified for inclusion on the ballot to fill the two open City Council seats. Councilmembers Karen Farrer and Mikke Pierson did not file to run for second terms on the City Council. California Secretary of State Shirley N. Weber reported the ballot order for the November 8, 2022 ballot to the City will be: 

  • Marianne Riggins
  • Ryan Embree
  • Jimy Tallal
  • Bill Sampson
  • Doug Stewart
  • Hap Henry


Measure MC 

Measure MC, a ballot measure for City of Malibu voters only, will appear on the November 8, 2022 General Municipal Election ballot. Measure MC seeks voter approval to authorize a one-half cent (½ ¢) Transactions and Use (sales) Tax.

A “YES vote” approves the City’s proposal.

A “NO vote” rejects the City’s proposal.

The Ballot Question:

"To support such city services as public safety, crime and fire prevention, addressing homelessness, keeping public areas safe and clean, preventing speeding and reckless driving, protecting coastal waters and beaches from pollution, preserving natural areas, supporting local businesses, and other general city services; shall a measure be adopted establishing a 1/2¢ transactions and use (sales) tax providing approximately $3,000,000 annually until ended by voters, requiring public spending disclosures and local control of funds?"

Measure MC would go to the City’s general fund and could be used to:

  • Maintain public safety and emergency services
  • Address homelessness
  • Clean and maintain parks and other public areas
  • Address traffic regulation
  • Maintain coastal waters
  • Maintain and improve natural areas
  • Provide support to local businesses

Additional information:

  • Certain groceries and prescription medications would not be taxed
  • It is estimated that 73% would be paid for by tourists and visitors to
  • Malibu (According to a report prepared by the City’s sales tax consultant, HdL Companies)

Taxpayer Accountability Measures:

  • All funds generated by Measure MC will go to the City
  • Mandatory financial audits and annual public reports
