The City of Malibu is committed to assisting residents impacted by the Woolsey Fire and helping those whose homes were damaged or destroyed to rebuild as quickly as possible. Before residents can begin to rebuild, their properties must be inspected and cleared of hazardous materials by a HazMat team. The updated list of properties is provided to the City by the LA County Fire Department and is posted daily here and at www.MalibuCity.org/Debris and posted on social media.
DO NOT REMOVE FIRE DEBRIS UNTIL HAZMAT INSPECTION on your property IS COMPLETE
Fire debris, ash and other contaminated materials from burned structures may be hazardous waste and can threaten public health. On November 12, 2018, Los Angeles County issued a Declaration of a Local Health Emergency, prohibiting the removal and disposal of fire debris without first being inspected and cleared by a HazMat team from the U.S. Environmental Protection Agency, the California Department of Toxic Substance Control and Los Angeles County Fire Department. For more information, see the Declaration. This work is already in progress and does not require property-owner consent. Once a property is inspected and cleared, the Fire Department will add the property to a list (by address) which the City posting and updating daily on the www.MalibuCity.org/Debris page. The inspections are expected to be complete approximately January 14, 2019.

SIFTING ASHES FOR PERSONAL BELONGINGS IS ALLOWED
Residents may not remove debris from the property. However, they may carefully sift through the debris to look for personal belongings. Residents working in a debris area should use a tool, such as a garden hoe, BBQ tongs, a rake, etc., and wear gloves. If working in the area of a house that was built prior to 1987, residents should also wear an N95 particulate mask to protect themselves from asbestos.
Once a property has been cleared by the HazMat teams, property owners can opt-in to state CalRecycle program to have fire debris removed from their property for free. To opt-in, residents must submitting a Right-of-Entry (ROE) Permit by the deadline of December 31, 2018. The form provides consent for debris removal teams to access a property.
