The Voting Solutions for All People (VSAP) was developed by the Registrar-Recorder/County Clerk (RR/CC) in 2009 to address an aging voting system and an increasingly large and complex electorate. The project seeks a collaborative approach to voting system design that will put voters at the center and maximize stakeholder participation.
Traditional polling places will be replaced by a smaller number of multipurpose “vote centers” and voters can cast their ballot at any vote center in the County. The new voting model will allow voters to cast a ballot at any vote center location in the county over an 11-day period including election day. The system will allow for same-day voter registration. Voters can also use the vote centers to drop off absentee ballots, cast their vote on a newly designed ballot-marking device or update their registration.
The traditional low-tech voting devices will be replaced with new machines with an adjustable touch screen to vote on, audio and visual output, ballot box, scanner, printer, 13 different languages to choose from, and adjust font and contrast, all of which are meant to make voting more universally accessible.
Voters can make their voting choices on their own smart phone at any time, then go to the voting center and scan in their QR code for fast and easy voting. Voters will also have the option to enter their ballot choices in-person at the voting center or to vote-by-mail with printed ballots.
Electronic Pollbooks (ePollbooks) will replace the printed list of voters and will be used by vote center staff to verify the registration eligibility of a voter in real time.
Voters can use Interactive Sample Ballots to fill out their choices on a mobile device or computer and generate a paper or digital Poll Pass prior to arriving at a vote center to make voting faster and easier.
