Development Portal

Planning and Building Safety staff have designed an online Development Portal to submit projects, view status updates, and manage documents and fees. Applicants or owners will have access to individual projects, real time updates, departments' revisions, required documents, and fee information. Other features include managing inspection requests and researching public documents.

You must first register to create your account. You may submit as a guest user only if you are applying for a Rapid Permit; eligible projects include seismic shut-off valve and water heater replacement.

The Public Counter is open for general services from 8:00 AM to 4:00 PM, Monday through Friday. 

PLANNING: PHASE 1

Step 1. Register and submit your project through the Development Portal

Step 2. Once your request is received, staff will direct you to the Development Portal to upload a preliminary set of plans, if applicable. Based on these plans, Planning staff will provide you with a submittal checklist of required documents.

Step 3. Once you have gathered the required documents, you may upload all application documents through the Online Portal. 

Step 4. The Submittal Administrator will review your application documents. Once the documents have been satisfactorily submitted, pay fees through the Online Portal. 

Step 5. Once payment is received, your application is officially filed. It will be routed to reviewing departments. Also, you will receive an email with the name of your assigned Case Planner. 

BUILDING: PHASE 2

Request Building Plan Check

You must have Planning approval before moving forward to Building Safety. Check in with Planning staff first and they will determine if a project is exempt from review.

Step 1. Login to the Development Portal. Click on New Application under the Building Safety tile. Submit your project for Building plan check; be sure to include “plan check” in the Project Description.

Step 2. Once you have gathered the requested documents, you may upload all project documents through the Portal. 

Step 3. The Permit Technician will review your application documents. Once the documents have been satisfactorily submitted, pay fees online or at City Hall.

Step 4. Track project status by clicking on Review Projects under the Projects tile.

Step 5. After any corrections have been addressed, submit requested documents through the Portal by clicking Plan Check Resubmittal under the Building Safety tile. How to submit documents addressing corrections.

Step 6. After obtaining approval in Building Plan Check, you may move forward to request permits.

Request Permits

Submit requests for permits (building, mechanical, electrical, plumbing, spa/pool, excavation) through the Development Portal

Step 1. Login to the Development Portal. Click on New Application under the Building Safety tile. Submit a Permit Application. 

Step 2. A Permit Technician will contact you with questions after reviewing the permit request. Once the documents have been satisfactorily submitted, pay fees online or at City Hall.

Step 3. Once the fees have been paid, the permit will be created and sent by DocuSign to the contractor indicated on the application.

Step 4. Track permit progress by clicking on Review Projects under the Projects Tile. Permits and stamped plans will be sent to applicants via email.
